Cosmetic notification in Thailand (Thai FDA / อย.)

To sell cosmetics in Thailand a product must be notified to the Thai FDA before it is manufactured for sale or imported for sale (Cosmetics Act B.E. 2558, section 14). The notification certificate is valid for 3 years (section 15) and has to be renewed before it expires.

  • Applications are filed through the Thai FDA e-Submission system, or at the provincial public health office covering the factory.
  • With complete documents the review takes roughly 3 working days; if more documents are requested they must be supplied within 10 working days.
  • Products needing extra review can take longer (reportedly up to around 10–25 working days).
  • In our own schedule we plan 7–14 working days for this step, because it includes preparing the formula paperwork and answering any queries — see the timeline on our production process page.

We file the notification under your brand name, and the main document you receive is the Thai FDA cosmetic notification certificate. GMP certification belongs to the factory while notification belongs to the product — buyers normally check both.

Frequently asked questions

Is GMP the same as a Thai FDA number?

No. GMP is a certificate for the manufacturing site; the Thai FDA (อย.) number comes from notifying each individual product. A factory can hold GMP certification while your own product is still awaiting its notification.

How long are the certificates valid?

The current set was issued on 2 July 2024 and runs to 1 July 2027, with surveillance audits in between — the most recent one was completed in July 2026.

Can you produce for export markets?

Manufacturing is carried out under ASEAN GMP and ISO 22716:2007, but requirements differ per destination market. Tell us the market you are targeting when you enquire and we will confirm what applies before production (contact us).

ASEAN Good Manufacturing Practices (ASEAN GMP)

A cosmetics manufacturer operating under the ASEAN GMP standard is a facility that has been audited and certified to an internationally recognised production standard, focused on the safety and quality of cosmetic products in line with the requirements set by ASEAN member states — a standard widely accepted at the international level.

Following this standard not only builds consumer confidence, but also helps raise the region’s cosmetics industry to world-class standards.

ISO 22716 (European GMP)

ISO 22716, or Good Manufacturing Practices for Cosmetics (GMP), is an international standard established by the European Union to raise cosmetics manufacturing processes to the highest level of safety and quality — covering everything from raw material management, production and quality control through to product delivery.

Cosmetic products intended for sale in European countries must be audited and certified to this standard, ensuring compliance with European Union regulations (EU Regulations) and the highest level of consumer safety at every stage.

ISO 9001:2015

ISO 9001:2015 is a Quality Management System standard focused on meeting customer needs and satisfaction, emphasising the continuous control, inspection and improvement of product and service quality across every process before delivery.

This standard helps ensure that the products or services delivered meet customer expectations, while supporting the sustainable improvement of internal processes — a key tool for strengthening competitiveness in both domestic and international markets.
