“Do I need a Thai FDA number, and how long does it take?” is the first question almost every new cosmetics brand asks. This article covers the legal basis, the documents, where to file and the realistic timelines.

What cosmetic notification is

Under the Cosmetics Act B.E. 2558 (in force since 9 September 2015), anyone who manufactures for sale, imports for sale or manufactures cosmetics on a contract basis must notify the product details before manufacturing or importing (section 14). The notification certificate is valid for three years from issue and must be renewed before it expires (section 15).

In short: you tell the authority about the product before selling it, rather than waiting through a step-by-step approval as you would for a medicine.

What you need before filing

  • The product and brand name exactly as it will appear on the label
  • The formula, with ingredients listed by INCI name and their concentrations
  • How the product is used, its form and its packaging
  • The Thai-language label carrying all statements required by the labelling rules
  • Manufacturing site details and any documents required for that product type

Where and how to file

Applications go through the Thai FDA e-Submission system, or to the provincial public health office where the manufacturing site is located. The applicant needs an account with digital identity verification. Checking the document list before the first submission matters, because incomplete paperwork is the main reason timelines stretch.

How long it takes

  • With complete documents, the review is roughly 3 working days
  • If further documents or clarification are requested, they must be supplied within 10 working days, after which the system marks the application as not accepted
  • Cases needing closer review (for example a label or documents that require more scrutiny) can take longer — reportedly in the range of ten to twenty-five working days

In Argosy’s production schedule we plan 7–14 working days for this step, because it includes preparing the formula documents and answering queries. Together with label design (3–7 working days), production (up to 14 working days) and delivery (up to 3 working days) the whole process is about 27–38 working days (see the full process).

After the certificate is issued

  • Keep product information on file for inspection, and keep it current
  • Make sure the label and the way you sell the product match what was notified
  • Diary the expiry date (three years) and renew before it falls due
  • If the name, formula or label changes, update the notification before the new version goes on sale

Frequently asked questions

Can I file the notification myself?

Yes, if you can prepare the documents and follow the rules. In practice most brands have the manufacturer or a consultant handle it, because the formula data and the label details have to line up. Argosy files the notification under your brand name, and the main document you receive is the Thai FDA cosmetic notification certificate.

Does the notification expire?

Yes — three years under the Cosmetics Act B.E. 2558, and renewal is filed before the expiry date. Selling while it is expired creates a problem, so diary it in advance.

Can I sell as soon as it is notified?

You can sell once the notification certificate is issued, and the product you sell must match the details notified. Changes to the name, formula or label require an update first.
